About CEF
The Civic Engagement Facility (CEF), supported by Denmark, aims to expand civic space amplify civic voices, and catalyze collective action. It does so by facilitating greater collaboration among public institutions, civil society, and the private sector around issues that matter to Somali communities. Through catalytic funding, CEF supports initiatives that strengthen civic networks, promote inclusive and innovative channels for civic engagement, and facilitate constructive dialogue between citizens and decision makers.
Opportunity Description
CEF is seeking a Monitoring, Evaluation, and Learning (MEAL) Partner to support implementation of the CEF Strategy and MEAL Plan across the Somali context.
CEF MEAL Partner Objectives
The objective of the CEF Monitoring, Evaluation, and Learning Partnership is to support monitoring of grantee activities, support grantees in their reporting to CEF, establish a dashboard for CEF to track learning and results, and conduct baseline, midline, and endline evaluations for CEF to evaluate outputs and outcomes against the CEF results framework.
This MEAL Partnership is designed to operationalize the CEF MEAL Plan, ensuring that monitoring and learning are fully aligned with CEF’s pathways of change, adaptive management, and results framework. The MEAL Partner will also help tell the story of CEF’s partners’ work and civic activity while applying conflict-sensitive approaches to all activities.
The Process
Submission of Proposal
Interested bidders are invited to submit their proposals electronically through the CEF Grants Submission Portal before the stated deadline. Please note that submissions sent via email will not be accepted.
Applicants are required to complete and submit documents through two separate forms on the CEF Submission Portal:
• Technical Proposal Form
• Financial Proposal Form
Each form contains different tabs and requirements. Applicants should download and review all templates and supporting documents already available on the Portal.
We strongly encourage applicants to register on the portal and begin preparing their documents as early as possible. The full submission process may take approximately 2 hours to complete.
Evaluation
Proposals will be evaluated using the Quality and Cost Based Selection (QCBS) method, based on:
Organisational capability and experience
Technical approach and methodology
Experience within the Somali context
Proposed personnel
Financial proposal
Clarifications (if required)
CEF may reach out to shortlisted applicants for additional information or clarification during the evaluation process.
Selection and Notification
The Bidder whose bid is accepted will be notified for award of subcontract by CEF prior to expiration of the bid validity period. Unsuccessful applicants will be notified.
Who can apply:
CEF welcomes applications from organisations, firms, or consortiums with demonstrated experience in:
Monitoring, evaluation, accountability, and learning (MEAL)
Third-party monitoring
Research and learning processes
Conflict-sensitive programming
Data collection and analysis within the Somali context
Minimum Requirements:Registered as a legal entity and authorized to operate in all Federal Member States.
Tax compliant.
Applicants and partners not listed on UN or EU sanctions lists.
