CEF anticipates releasing a separate call for similar work in Somaliland at a later stage. Any organization that meets the Minimum Eligibility Criteria is welcome to bid on this Call Each Call issued by CEF sets out Minimum Eligibility Criteria specific to each Call

Applicants are required to submit at this stage: (1) Concept Note (8 slides, as per template); (2) CVs for Key Personnel; (3) teaming letter (confirming consortium, if applicable). No budget or additional documentation is required at the first stage of this process. An 8-page slide-deck concept note (following the template provided) Supporting documents explicitly requested in the Call. Applicants are not required to submit a budget at this stage (submission of concept notes).

Applications can be submitted via the CEF Applications Portal. A link to the Applications Portal can be found on the CEF website. We encourage bidders to only submit finalized applications compliant with all requirements set out in the Call.

Yes, international NGOs are eligible to apply as lead or as a consortium partner. Should international NGOs apply as lead, they must meet the Minimum Eligibility Criteria stipulated in this Call.
